Biography

Élise Degrave is a full-time professor at UNamur's Faculty of Law. She heads the E-government research team at the Namur Digital Institute (Nadi/Crids). She is also co-director of the E-government Chair at the University of Namur.

She holds a PhD in Legal Sciences from the University of Namur (2013). Her thesis, published by Larcier, is devoted to e-government and the protection of privacy. Today, she focuses her research on the use of personal data by the State, digital social inequalities (digital divide), the automation of citizens' rights and control, and the transparency and control of public sector algorithms.

Passionate about interactive and innovative teaching methods, she teaches the Sources et principes du droit course (Bac1) and the Régulation des innovations technologiques course (Bac3). She also teaches e-Government in the Master of Specialization in Internet Law (DTIC). These various subjects are linked to her research. 

Keen to keep in touch with the field and develop digital law “in action”, she ensures that her research is rooted in the concrete political and citizen reality of e-government. This is why she is a member of the Walloon Digital Council, where she shares her expertise to develop sustainable and responsible public policies in Wallonia. She is also often called upon to train administrative staff and future top managers in the public sector in data governance and personal data protection.  

She is regularly called upon as an expert in digital law and privacy protection by public authorities (Parliaments, Legislation Section of the Council of State, etc.), the media and at conferences in Belgium and abroad.
